Why do keyboards have a health and safety warning?

Basically what people are saying are, there is always 1 idiot who tries to be smart and according to the laws the company can lose a lot of money, so that's why they do it. You know how you can buy an iPod dock and the box shows it with the iPod, but they legally have to do 'iPod not included'.
